Legislative Branch: Dhekelia is one of two Sovereign Base Areas (SBAs) retained by the United Kingdom following Cyprus's independence in 1960, the other being Akrotiri. As such, Dhekelia does not function as an independent state and does not possess its own legislative branch in the conventional sense. Governance of the territory operates under a unique constitutional and administrative framework established by the Cyprus Act of 1960 and the Treaty of Establishment signed the same year. Legislative authority over Dhekelia is effectively exercised by the United Kingdom through Orders in Council, a form of secondary legislation issued by the Privy Council under the royal prerogative. These orders have the force of law within the Sovereign Base Areas and allow the UK government to regulate matters specific to the territory without requiring full parliamentary legislation. The primary legal instrument governing the SBAs is the Sovereign Base Areas of Akrotiri and Dhekelia Order in Council 1960, which has been amended periodically to reflect changes in administration and policy. Day-to-day administrative and legal authority within Dhekelia is vested in the Administrator, a position held by the Commander of British Forces Cyprus, who is typically a senior British military officer. The Administrator is empowered to make laws for the territory known as Administrator's Instructions, which address local matters such as land use, civil administration, and the welfare of Cypriot civilians residing within the base area boundaries. Cypriot residents living within Dhekelia are not subject to British immigration laws and retain their rights as citizens of the Republic of Cyprus. Cyprus law, particularly in areas such as customs, taxation, and civil matters, applies to the civilian population under arrangements coordinated between the UK and the Republic of Cyprus. This hybrid governance structure means Dhekelia operates with a highly specialized legal environment that blends British sovereign authority with Cypriot civilian administration, making it one of the more distinctive territorial arrangements among British Overseas Territories and sovereign base areas worldwide.
