Akrotiri is one of two British Overseas Territories on the island of Cyprus, collectively referred to as the Sovereign Base Areas (SBAs) of Akrotiri and Dhekelia. As a military installation rather than a conventional civilian territory, Akrotiri does not possess a traditional legislative branch in the way that independent nations or even most other overseas territories do. Legislative authority over the Sovereign Base Areas is vested in the Administrator, who also serves as the Commander of British Forces Cyprus. This individual holds the power to make laws for the territory through the issuance of SBA Laws and Orders, functioning in a manner more akin to an executive decree system than a parliamentary one. The Administrator exercises this authority under the framework established by the Cyprus Act of 1960, which was passed by the United Kingdom Parliament and came into force alongside Cypriot independence on August 16, 1960. This act formally created the legal basis for the SBAs and granted the United Kingdom sovereignty over them. The UK Parliament at Westminster retains ultimate legislative supremacy over the territory and can legislate for Akrotiri directly, though in practice day-to-day legal governance is handled locally through the Administrator's office. There is no elected local legislature, no representative assembly, and no devolved lawmaking body operating within Akrotiri itself. Certain areas of law, particularly those affecting the Cypriot civilians who live and work within the SBA boundaries, are managed with reference to the laws of the Republic of Cyprus, ensuring continuity and fairness for the civilian population. The SBA Administration works to align relevant civil regulations with Cypriot law where appropriate, reflecting the cooperative relationship outlined in the 1960 Treaty of Establishment between the United Kingdom, the Republic of Cyprus, Greece, and Turkey. Overall, the legislative framework of Akrotiri reflects its unique status as a strategic military installation rather than a self-governing territory, with legislative power concentrated in appointed rather than elected hands.
